After trying this for a while and discussing with Robert I am no longer convinced that skills are a good fit for what we are trying to do here so I'm going to close this for now. |

This is mostly to share with @vicroms right now while we give this sort of thing a shot. We've seen some positive outcomes with this finding bugs in "version bump" PRs we would normally just merge, and if we can get reasonable results it would give contributors faster feedback.
