Updated README development and release instructions to use uv and pyproject.toml.
Description
Migrates development workflows from Pipenv to uv. This is strictly a developer experience change, it should have no impact on consumers.
Note: when we bump versions, it will now be done via the pyproject.toml file instead of setup.cfg. This is updated in the README.
