Upgrade monorepo dependencies and tooling

What changed

• upgrades Node, pnpm, Rust, Helm, JavaScript packages, GitHub Actions, and container tooling
• moves the recorder HTTP client to reqwest 0.13 with an explicit Ring rustls provider
• updates Vite, Tailwind lint compatibility, and Ansible fact access for the new toolchain versions

Why

Keeps the monorepo on current supported dependencies and standardizes all JavaScript development and CI on Node 26.

Impact

No product architecture changes. Existing local Postgres remains on major version 17 to avoid an implicit on-disk database migration.
