Local artifact download proved unreliable, so the release skill now triggers a workflow_dispatch Release workflow that builds and publishes the GitHub Release directly from the runners (electron-builder --publish always). Restores the publish config; updates the skill.

Local artifact download was unreliable, so releases now publish from the runners via a manual
release.yml(workflow_dispatch). The skill triggers it. Restores the publish config in package.json.
