Updating territory-language information from upstream automatically

This PR contains the automatic update generated by running:

php src/util/ulsdata2json.php

while following the language-data documentation.

I am working on T428856 (Add Khiamniungan Naga (kix) to translatewiki). While preparing for that task, I referred to the documentation and reviewed similar previously accepted language-data pull requests to understand the expected workflow. Based on that, I noticed that running the generation script first produced an automatic update, so I am submitting it as a separate PR before preparing the kix language addition.

Once this PR is merged, I'll rebase my work on top of it and submit a separate PR for the kix language-data changes.

If there are any additional steps or preferred practices I should follow before preparing the kix patch, pls do let me know. Thank you!
