Agenda for April F2F meetings

This PR includes a draft agenda for the April, 2026, face-to-face meeting at the ODI.

The ordering of items generally aims to reflect priority while also considering that some folks may be joining remotely from different time zones.

Questions for anyone reviewing this:

1. Are there items missing from this list?
2. Are there items listed here that could be omitted (e.g., the last two items on Tuesday)
3. Is there a better order for these items?

WG charter mentions Threat Model, I would encourage creating one in collaboration with https://www.w3.org/community/tmcg/ and following https://www.w3.org/TR/threat-modeling-guide/ @renyuneyun has been joining TMCG sessions and might be a good person to lead that effort, of course if he's available and willing.

I'd definitely be interested in that, and my time may be sufficient in late April and May based on current prediction. Though, I probably have to join the meeting online (if that's possible) due to visa issues.
