feat(dev): bound retired generation retention

Summary

• decouple development generation pruning from every Workflow World implementation
• retain the active generation, every generation retired within the last 30 minutes, and the five most recently retired generations
• give generations from the previous metadata format a fresh grace period when first observed
• coalesce cleanup in the generation store after successful activation without delaying rebuild commits
• document the retention window and add a patch changeset
