fix(eve): resolve dev schedule loader at build time

What

• bake the complete Nitro artifact config into the dev schedule handler
• load authored schedules with that pre-resolved module map loader path
• cover both the generated virtual handler and the route handoff

Failure boundary

The generated schedule handler serialized only appRoot. Request-time code inside .eve/nitro/dev/index.mjs then called resolvePackageSourceFilePath again. From that bundled location, package discovery can resolve against the authored app and produce <projectRoot>/src/internal/authored-module-map-loader.ts instead of eve’s installed loader.

The regression test fails on untouched main: the generated handler contains only {"appRoot": ...} and no moduleMapLoaderPath. The handler now receives the same artifact config resolved by the unbundled host process, matching the ownership model used by the other Nitro routes.

Windows evidence

Current Windows CI cannot reach this exact loader failure end to end. The dev process first hits a Node/libuv fs-event.c assertion; forcing Chokidar polling gets past that but then Workflow rejects the bundled local-world version string before schedule loading. Both failures were reproduced in this PR and are separate from the missing handler config. The temporary Windows scenario was removed from the final diff after it proved those blockers; this PR does not claim a green Windows end-to-end run.
