Adding by_address (along with palette, palette_derive, and palette_math) through the ratatui update without regenerating LICENSE-3rdparty.csv leaves these runtime dependencies absent from the shipped license inventory and causes make check-licenses to report the file as stale. Run make build-licenses and commit the regenerated inventory as required for external dependency changes.
