P1 Badge Regenerate the third-party license inventory

This dependency update adds six registry crates (by_address, palette, palette_derive, palette_math, is_terminal_polyfill, and once_cell_polyfill) that are absent from LICENSE-3rdparty.csv. The dependency-triggered check-licenses CI job checks that inventory, so this commit will fail that job and would omit the new crates from packaged license attribution; run make build-licenses and commit the regenerated inventory.
