Remove the `.github/README.md` symlink added in commit #2c2f021, to fix internal links in the GitHub web interface. Move README-DRUM.md to README.md. Per David Steelman, merge conflicts from upstream README.md will not present a problem during upgrades.
Fix Features heading (h3 -> h2)
Add link to DrumTestPlan.md from the Features section. Tests serve as additional documentation of the DRUM enhancements are expected to work.
