Holding this one, I'm going to close it.

v10 is a breaking major that quietly breaks our release notes. It swapped Handlebars templates for render functions, but our semantic-release plugins (latest versions) still pull in conventional-changelog-writer@8, which can't render the new format. I tested it locally: with v10 the release notes come out as just the version header, no Features/Bug Fixes/Breaking Changes. And it fails silently, so CI stays green.

Nothing to fix yet either, since the latest semantic-release plugins still cap the writer at v8.

Staying on 9.3.1 until they catch up.
