Keep Brian Lovin notes proposal-only during intake
When the weekly source manifest includes Brian Lovin, this step tells the agent to always create permanent note, which contradicts the new read-only/promotion contract added in this commit: digest/backfill runs should only propose Zettelkasten notes and must not write permanent notes by default. Following this node would bypass the review packet/approval flow for a common Tier 1 source; make this an “always propose” rule or require a separate approved promotion step.
