Replace whoan/docker-build-with-cache-action (docker.pkg.github.com) with the official docker/setup-buildx-action + docker/login-action + docker/build-push-action pointing at ghcr.io. Remove the INFRA_DISPATCH_TOKEN guard — token is confirmed set in the testing/production environments. Every successful image push now triggers a deploy in sysblok/sysblok-infra.
