adding action for testing merge queue bypass with pr checks

This pull request adds a GitHub Actions workflow and documentation to enable teams using Snyk and GitHub merge queues to satisfy required Snyk status checks on merge queue runs. The workflow creates a successful check with the exact name required by branch protection, allowing the merge queue to proceed even though Snyk's native checks do not run on merge_group events. The changes also include setup instructions and supporting documentation.

Merge queue Snyk check bypass:

• Added .github/workflows/snyk-merge-queue-bypass.yml, a workflow that runs on merge_group events and creates a successful GitHub Check Run with a name matching the required Snyk status check, ensuring the merge queue is not blocked by missing Snyk checks. The workflow uses a configurable variable SNYK_REQUIRED_CHECK_NAME for flexibility.

Documentation and setup:

• Added README.md with detailed instructions for setup, security considerations, and support resources, explaining how the workflow enables Snyk-required checks to be satisfied on merge queue runs without replacing actual Snyk scanning on pull requests.

Development environment:

• Updated .gitignore to exclude .vscode editor configuration files from version control.
