chore: fix lint findings from ruff upgrade#746

Bumping ruff to 0.15.22 (from 0.11.8, via `uv sync`/`uv lock`) surfaced
findings that the previous version didn't check for:
- UP047: expect_type's TypeVar-based overload should use PEP 695
generic syntax now that the project targets Python 3.12+.
- RUF043: pytest.raises(match=...) in test_type_registry.py passed an
unescaped "." in a shape ID, which is a regex metacharacter and not
a literal match.
- RUF100 / FURB157: an unused `noqa` in crt.py and a verbose
Decimal("1") construction in test_utils.py, both auto-fixed.
Also reformats scripts/changelog/new-release.py, whose redundant
lambda parens the updated formatter now strips.
