Align persona review verification flow

Summary

• instruct parent agents to request reviewer verification after fixing persona feedback, while preserving the existing human-review resolve/reopen flow
• grant persona reviewers the feedback-resolution tool and notify the parent through structured review-thread updates
• remove polling/sleep guidance after persona launch because Dispatch sends review notifications automatically
• retain exceptional parent/assignee resolution authority while limiting review-role callers to persona reviews they authored
• make resolution conditional on open state so stale actors cannot overwrite an existing outcome or append duplicate resolution messages
• update docs and regression coverage for the unified lifecycle

• persona review E2E flows passed
• isolated E2E functional coverage passed; the pre-existing overflow-layout.spec.ts afterAll cleanup hook intermittently exceeded 30 seconds, while its layout assertions passed. The remaining serial E2E project passed, and the cleanup issue is being handled separately on fix/overflow-e2e-cleanup-timeout.
