Remove Tailscale, add Codex CLI to setup#25

Tailscale is not a Dispatch dependency. Added Codex CLI as a required agent runtime alongside Claude CLI in both the setup guide and preflight. Co-Authored-By: Claude Opus 4.6 <[email protected]>
