feat: Add oAuth options for email notifications

Description

Adds oAuth support for email notifications. Change includes

• New fields on email notifications screen, including error notifications
• A new dropdown to select the auth type (basic or oauth)
• API documentation update
• Human documentation update

AI was used to help with troubleshooting as well as to answer various questions about the Azure and Google Cloud integrations. It probably did some autocomplete too.

How Has This Been Tested?

Changes were tested using Outlook.com with Microsoft Azure as the auth provider as well as with Gmail using Google Cloud as the auth provider. Both configurations were tested to ensure that emails were sent correctly
