• Replace ESLint and Prettier with oxc (oxlint + oxfmt) to reduce dependencies
• Replace Jest with Vitest to reduce dependencies
• Update other dependencies and simplify commit hooks
• Update GitHub Actions versions and use full SHAs instead of tags
• do not spread accumulators in Array.prototype.reduce()
