Summary
Preserve three CI-baseline fixes that were stranded locally during the fleet incident.
Verification
The branch was pushed before any other recovery mutation so its disk-only commits now have a remote copy.
No local full-suite run was performed because the live fleet makes terminal-reaching behavior tests unsafe.
GitHub CI is the verification authority for this recovery PR.
Relationship to PR 55
PR 55 is a separate pre-compaction stow branch.
It does not carry these three commits.
