dctl no longer builds against the current tabula and bit_set. This updates it to the new APIs.
I ran the full test suite with g++-16. All green except the Russian perft in board_08x08 and two search tests (egdb killer and international). They already fail the same way on unmodified dctl with the June 2024 deps, so they predate this PR.
