@SoumyaRanjanPatnaik , how will this package build outside of debian w/out the files deleted in this PR?

You can use debcargo. Its the official way to build trust packages. Not sure what the CI is going to look like though.

In general though, we need to see if we can use debcargo for building rust packages, since it's the official debian way. The makefile was a hack that worked but won't work in a no-internet environment.
