The rpk cloud mcp proxy command still exists in the CLI. Restores the page removed in #562 as a single-source stub of the docs repo partial, matching the rpk cloud mcp install and stdio pages.

Restores the
rpk cloud mcp proxyreference page that was removed in #562.The
rpk cloud mcp proxycommand still exists in the rpk CLI (present in the v26.2.1 command tree), so its reference page should remain available. This restores it as a single-source stub of the docs repo partial (streaming:reference:partial$rpk-cloud/rpk-cloud-mcp-proxy.adoc), matching the current style of therpk cloud mcp installandrpk cloud mcp stdiopages, and re-adds the nav entry.Pairs with redpanda-data/docs#1837, which restores the
rpk cloud mcp proxyrow in the sharedrpk cloud mcpsubcommand table. Merge this PR first so that the docs PR's build resolves the xref.
