Clean tests files for latest dependencies

• Add github action for test ci
• Drop support PHP below v8.0
• Drop support Laravel below v8.0
• Convert PHPunit to PestPHP
• Install laravel/pint (only run on tests folder for now)
• Make database test real-time
• Install spatie/laravel-package-tools for package standard

Removing EOL Laravel and PHP version for easy to maintain and use latest technology
see laravelversions.com and supported php versions

plan later if this merge

• reformat production level code (using laravel/pint)
• use phpstan/larastan with higher rule level (specially typehinting)

@lloricode please check if you can do something about this one #58 . I can only see issue if we put same Name Badge in sub folder that will cause issue. What you think, anyway to make it work
