The PR adds missingness specifications through a new
MissingSpectype that maps sentinel values to reasons, amissing=argument that excludes coded values from thecol_vals_*()checks, and four dedicated validation steps (col_pct_missing(),col_missing_coded(),col_missing_only_coded(),col_missing_consistent()).
