bun-version: latest is non-reproducible — a bun release can break CI with no repo change. 1.3.12 matches local dev and the pin already used by pickforge-platform and rigpilot.

bun-version: latestis non-reproducible: a new bun release can break CI or a tagged release build with no change in the repo. Pins to 1.3.12, matching local dev and the pin pickforge-platform and rigpilot already use.Tested: YAML parse check on all workflows; CI on this PR runs with the pinned version.
