Adds the feature-flag steps to the release skill's Prep PR section, per the workspace flag policy (canonical rule in workspace AGENTS.md): check
flaggedissues for flags this release flips on, change defaults in the prep PR, list flipped flags in draft notes, and file/do removal of stale flags shipped enabled earlier.One slice of the flag-policy rollout — AGENTS.md section, plan-issue/kickoff skill updates, and
flaggedlabels are workspace/user-file changes recorded on the issue.Tested: docs-only change, no runtime surface; markdown proofread. Not release-note-worthy (no UNRELEASED.md in this repo's flow for skills).
