umbrel: Update TEST community app store to 1.1.0-rc3#16

Rename the app to Bison Wallet TEST and bump it to 1.1.0-rc3. Publish the docker image to ghcr.io/<owner>/bisonwallet-test via GITHUB_TOKEN (the fork has no Docker Hub push rights) with a tag input for manual dispatch, and pin the compose file to the published image digest. Restructure the app dir as decred-dcrdex per the community app store prefix rule, move docker publishing notes to docs/docker.md, and add an install guide for umbrelOS users.
