- bump the CI docker matrix from 24/25/26 to 26/27/28/29 — 29 is the latest and where the recent registry bugs surfaced, 24/25 are aged out - `just up` now pulls dind images per `DOCKER_VERSIONS` instead of a hardcoded 24/25/26, so each docker shard pulls just its one image and the e2e shard pulls none
