chore(truapi-provider): refresh bundled chain specs and auto-publish dev snapshots

Summary

• Refreshes the bundled smoldot chain specs (fresh genesis state roots and relay lightSyncState checkpoints for paseo and previewnet).
• dev-publish.yml now also triggers on pushes to main that change the bundled specs, so every merged refresh ships an npm dev snapshot without a manual tag.
• The weekly refresh PR body now points at the automatic publish instead of asking for a manual one.
