[CI/CLEANUP] Remove caldip code and the dependabot pip bumps

• Update .gitignore to remove most of the draft caldip code (now lives in http://github.com/ocean-uhh/caldip).

• Replace ctd_tools with SeaSenseLib package (at http://github.com/ocean-uhh/seasenselib).

  • Fix typos in calibration_dips.rst (mintues, sections, conductiity).
