ci: enable Dependabot auto-merge with PAT so releases cascade#179

A merge performed with GITHUB_TOKEN does not trigger downstream workflows, so release.yml never fired after a Dependabot merge. Enable auto-merge with the GH_TOKEN PAT (falls back to GITHUB_TOKEN) to restore the release cascade. Requires GH_TOKEN as a Dependabot secret in this repo.
