Summary

make the release workflow reuse an existing version tag instead of failing when the tag was created manually first
keeps the publish path safe for the already-created v0.1.9 release

Validation

workflow-only YAML change; release PR Release 0.1.9 #88 already passed CI for the 0.1.9 code and metadata
