Summary of changes in this pull request

• Added option to extend the allowed size of GeoJSON file processes. I suspect this is an issue on the side of the geoBoundaries dataset (see [BOUNDARY ERRATA] CAN ADM1 has disproportionate file size wmgeolab/geoBoundaries#4319) that is best avoided by using a different datasource until those shapes are fixed.
• Added a few safety tweaks to shape repairing to avoid Geometry validation for Russia with gbOpen - geoboundaries fails #67
