Cut the stable v0.2.11 release. Bump workspace rc.6 -> 0.2.11, consolidate the rc.1-rc.6 CHANGELOG entries into a single [0.2.11] section, and refresh the README "What's New" to cover the full release (declarative reconcile, stop=pause/start, security headers, branded fallback page, multi-domain, status failure reasons, orphan adoption, large-deploy/upload fixes).
