I don't think the extension should reference directly a STAC spec, this would make composing extension harder. This is blocking for me since I'm using this extension with STAC 1.1.0, and directly referencing STAC 1.0.0 here makes it not compatible with the new STAC version (even if the quality extension is in reality compatible with STAC 1.1.0).

If you're okay with this change, I can also bump the changelog (and even the version number if this makes an automated release).
