Updates version and changelog for 3.2.0 release including: - Make lastUpdated optional - README updates
- Enable LocalJsonClient for cached responses to reduce API calls - Make LocalJsonClient fallback to real requests when cache misses - Add rate limit handling for Google packages test - Make downloadCount30Days test null-safe - Regenerate version.dart for 3.2.0 - Update generated mapper files from build_runner
Resolves conflicts by adopting main's approach: - Use RateLimitedClient instead of LocalJsonClient for tests - Skip aggressive Google packages test in CI - Keep null-safe downloadCount30Days checks from our branch
