fix(web): reduce initial tooltip bundle cost

Summary

• Moved the Base UI tooltip provider out of global app providers and into the authenticated App/Org shells.
• Switched the framework chunk config from deprecated advancedChunks to supported codeSplitting.

Why

• Public and initial route boot no longer load tooltip runtime code before the shell is needed.
• The production entry chunk dropped from 49.41 kB gzip to 9.45 kB gzip while preserving tooltip behavior inside shell-rendered pages.
• Closes YEF-883.

  • Baseline slowest median load: /apps at 19.4 ms.
  • Final slowest median load: /login at 17.1 ms. Every measured page was under 50 ms.
• Not run:
  • N/A.

Impact

• User/API/contract changes: No API or product contract changes.
• Generated files / GraphQL / DB / lockfile: None.
• Env or config changes: Build chunking config now uses codeSplitting; no runtime environment change.
• Risk and rollback: Low. Revert the provider placement and chunking option if shell tooltip behavior regresses.
