Adds a conversational AI chat interface for 'New Inquiry' to replace the static topic dropdown, providing a more natural and engaging user experience.
The previous inquiry system relied on users selecting predefined topics from a dropdown, which limited interaction and follow-up questions. This PR introduces a ChatGPT-style interface that allows users to ask anything naturally, maintains conversation context, and offers a significantly improved user experience.
