Add ReadTheDocs integration for automated documentation publishing #111

The repository already has Sphinx documentation infrastructure in place (docs/ folder with conf.py, Makefile, etc.), but the documentation is not currently being auto-published to ReadTheDocs.

Proposal

I will add a .readthedocs.yaml configuration file along with the required python libs in requirements.txt to enable automatic documentation builds on ReadTheDocs.org.

Required Steps by Maintainer

After merging this PR referencing this issue:

  • Create a ReadTheDocs account at readthedocs.org (free for open source)
  • Import this repository via "Import a Project"
  • Connect via GitHub OAuth — this automatically sets up webhooks
  • ReadTheDocs will then auto-build docs on every push to master and on new version tags

ℹ️ Info

Only a repository owner/maintainer with admin access can set up the webhook integration.
