chore: add AI-ready repo configuration

Purpose

Make the repo AI-ready with repo-specific guidance and contributor automation.

What

• Add AGENTS.md with project structure, release flow, and maintenance pitfalls
• Add .github/copilot-instructions.md with conventions and maintenance matrix
• Add .mcp.json in the repo root (Copilot CLI-supported location)
• Add .github/workflows/copilot-setup-steps.yml
• Add PR-triggered .github/workflows/ci.yml for manifest + package validation
• Add modern issue forms in .github/ISSUE_TEMPLATE/
• Add README Contributing section linking existing CONTRIBUTING.md

Notes

• Existing legacy root templates (ISSUE_TEMPLATE.md, PULL_REQUEST_TEMPLATE.md) were not overwritten.
• This PR focuses on missing assets and low-risk onboarding/workflow improvements.
