This PR provides launch and autoconfiguration for debugging. We can launch both MO2 instances and bare xSE launchers, and we will now automatically configure both MO2 and xSE launch instances if they're not configured for debugging. This includes automatically installing the debugger mod, ensuring it's turned on in the mod list, installing the address libraries, modifying the configuration in the ini, etc.
