Due to a half reverted commit ScmManagerSvnSourceBuilder received wrong parameters which resulted in a wrong URL when using the organization folder with SVN repositories

Due to a half reverted commit ScmManagerSvnSourceBuilder received wrong parameters which resulted in a wrong URL when using the organization folder with SVN repositories.
This problem only affected organization folders and not normal ones.
This fixes https://issues.jenkins.io/browse/JENKINS-76041
