Adds a GitHub Actions workflow for building to a release branch (so built files don't need to be committed), implements a "tag-in-GitHub" action for tagging releasable builds on the new
releasebranch, and adds PHPCS and a security-oriented subset of HMCS as a new CI action.Note
Will not pass CI until #43 is merged.
