Gate policy pressure reason counts

Summary

• require the Runtime Intelligence artifact bundle gate to preserve the AIGuard policy-pressure reason-count marker in Markdown and HTML reports
• add a Validated Policy Pressure gate-summary section for reviewer traceability
• document the reason-count gate in CI and portfolio handoff docs
