When unpacking the "source" for UCRT64, the directory in question must be empty (and not already exist, e.g. as part as building MINGW64). This is relevant because Git for Windows' deployment process notices that nothing is actually built when bundling mingw-w64-git-credential-manager (because we use pre-built, and more importantly, pre-signed binaries) and therefore does all of them in one fell swoop in the same job.
