Add download security scan creator UX

Implements the creator and admin UX from #321.

Depends on gennit-project/multiforum-backend#169.

What changed

• render PENDING, CLEAN, SUSPICIOUS, INFECTED, and FAILED download states
• show creator-safe scan reasons and cause-aware failure copy
• offer replace, human-review request, retry, and issue escalation actions
• distinguish review downloads from public downloads
• add a red server-dashboard metric for operational scan failures

Validation

• Nuxt typecheck passed
• ESLint passed on all changed frontend files
• download scan UI tests passed (9/9)
• dashboard tests passed (12/12)
• the full frontend suite was attempted, but unrelated legacy page specs hit their existing 20-second timeouts under the combined cross-repo run; no changed-file suite failed
