Define changelog-sections explicitly so chore/docs/ci/etc. no longer trigger releases or pollute changelogs. Avoids empty releases from dependabot dev-dependency bumps (e.g. the php 0.2.2 release that PR #102 would have published from a chore-only change).

#102(php 0.2.2) foi disparado apenas por um commitchore(php)de bump de dev-dependency (php-cs-fixer, #99), sem qualquer mudança de código do pacote — uma release "vazia". O #102 foi fechado sem mergear.Mudança
