Configure dependabot to group all github actions version updates into a single PR to reduce noise and to avoid errors from version mismatches like https://github.com/expressjs/body-parser/actions/runs/28552699187/job/84653314879?pr=740.
I saw it on multiple repos maintained by @bjohansebas and think it's a great idea.
